Former US Senator Richard Lugar, a Republican from Indiana who still spends time working on global issues of weapons proliferation, food safety and foreign aid, says some fellow GOP members still serving in Congress are failing to grasp the magnitude of the uncertainty created by Congress and the president failing to reach a deal on the debt ceiling or government funding.
